Which states don't observe DST?

Arizona (except the Navajo Nation) and Hawaii stay on standard time year-round. US territories including Puerto Rico, Guam, and the US Virgin Islands also skip Daylight Saving Time.

Why these specific Sundays?

The Energy Policy Act of 2005 set the current schedule, which took effect in 2007: the second Sunday of March through the first Sunday of November — extending DST by about four weeks.
